Around 8:10 a.m., multiple witnesses reported that a man was in the middle of Highway 101 near Monterey Street, where he was trying to flag down drivers and get inside their vehicles. At one point, 40-year-old Matthew Medina jumped into the bed of a northbound pickup truck that had slowed down.

Medina then pounded on the window while yelling at the driver to keep going. The driver called 911 and eventually pulled over north of the Cuesta Grade.

Medina jumped off the truck and into traffic and was then taken into custody by officers. Authorities charged Medina with carjacking and being under the influence of drugs.

Officers took Median to the hospital before booking him into San Luis Obispo County Jail. He remains in custody with his bail set at $100,000.
